An operation with strategic scope, this census, carried out in application of the High Instructions of His Majesty King Mohammed VI and in accordance with the recommendations of the United Nations Statistical Commission, will provide a real picture of the population and housing.
The RGPH 2024 is experiencing the mobilization of significant human resources with 55,000 participants (investigators, controllers and municipal supervisors). It is marked by diversity in the categories of participants, since 60% are graduates and students and 32% are women and men in the education sector, while other civil servants in public administrations and institutions, private sector employees and civil service retirees represent 8%.
In terms of equipment, the HCP has acquired 55,000 electronic tablets, co-financed by the Ministry of National Education, Preschool and Sports, which will benefit from them as soon as the field work of the census is completed, as part of the promotion of the digital school project.
In order to guarantee the quality of these devices, a control office has been selected to inspect and verify the tablets and ensure their working condition before their distribution to the participants, and in the event of a technical problem that cannot be resolved within 48 hours, the electronic tablet will be replaced by the service provider.
The electronic tablets are currently programmed for the exclusive use of the census and cannot be used for other purposes. They can also be located remotely and immediate intervention by security services is planned in the event of loss.
In addition to the electronic tablet, the material and logistical resources mobilized to carry out the census include 55,000 census supplies (schoolbags, badges, caps, training supplies, etc.), 350 training and storage centers, 90 supply storage centers and 7,000 vehicles and drivers.
As for the RGPH 2024 budget, it is estimated at 1.46 billion dirhams (MMDH), divided between the remuneration of participants (67%), material and logistical resources (20%) and technological resources (13%).
During this 7th RGPH, a double questionnaire will be used to collect data from households. This was stated by the High Commissioner for Planning, Ahmed Lahlimi Alami, during a press briefing held last Thursday.
The first questionnaire includes questions related to demographic structures and rare phenomena such as international migration and mortality, while the second, detailed questionnaire includes, in addition to the above, questions on new topics including social protection, the use of information and communication technologies and the environment, he explained.
The long format of the questionnaire aims to delve deeper into topics usually included in previous statistics, such as fertility, health, education and economic activity, which will provide the data needed to monitor the Sustainable Development Goals and keep pace with the implementation of the new development model, Mr. Lahlimi noted.
This questionnaire is addressed to the entire population of municipalities with fewer than 2,000 households and to a sample of 20% of households in municipalities with a size greater than or equal to 2,000 households, while the short questionnaire will be addressed to 80% of the population.
A major national operation, the RGPH provides information on the demographic, social and economic characteristics of the entire population, including specific population groups such as nomads and homeless people. It also involves determining the volume and characteristics of the housing stock as well as the living conditions of households.
