The National Health Superintendency has launched an investigation for sanctioning purposes against the pharmaceutical manager Audifarma, after detecting alleged failures in the timely dispensing of medicines, which affected patients located in the departments of Caldas and Risaralda.

This opening of the administrative sanctioning process is ordered based on a comprehensive audit carried out at the end of last May by the Delegate of Logistics Operators and Pharmaceutical Managers on Audifarma headquarters in Manizales, Pereira, Marquetalia, Viterbo and Manzanares, where medicines are dispensed to members of the EPS Salud Total and Nueva EPS.

During this inspection, the audit team related the pending medications by delivery request date and number of days without delivery, recording a total of 5,046 undelivered medications with delays of between 10 and 106 days in the period from January to May 2024.

These delays mean that “the time periods established for exceptional dispensation are completely exceeded,” states a section of the resolution ordering the sanctioning process by the Delegate Superintendent of Administrative Investigations.

The audit report also shows that patients were given incorrect explanations regarding the delivery of their medications, which could constitute administrative barriers affecting users and which could have been resolved with communication between the Pharmaceutical Manager (Audifarma) and the EPS, in order to prevent members from traveling to other places looking for medications.

The Supersalud investigation investigates alleged deficiencies by the Audifarma manager in terms of inventories, since the audit recorded serious failures in the processes of acquisition, unloading, control and monitoring of inventories.

There were cases where users went to Audifarma offices to get their medicines and they were not given them because the system showed that they were out of stock, but they did have them physically. The opposite case also occurred: the system showed ‘availability of the medicine’, and they were not in the physical inventory.
