HUG, 3.3469 trillion won in rental deposits returned on behalf of malicious landlords

It has been calculated that the total amount of jeonse deposits returned to tenants on behalf of malicious landlords by the Housing and Urban Guarantee Corporation (HUG) amounts to 3.3469 trillion won. In particular, the subrogation payments for the top 10 malicious landlords amounted to a total of 833.5 billion won.

According to data submitted by HUG to the office of Rep. Maeng Seong-gyu of the Democratic Party of Korea on the 18th, as of August, there were 845 malicious landlords managed by HUG. The total amount of subrogation for these landlords was 3.3469 trillion won. This is an increase of 500 people and 2 trillion won, respectively, compared to April of last year.

HUG classifies landlords who have paid the deposit on behalf of tenants more than three times, but have lost contact or have not paid the deposit for a year as malicious landlords and manages them accordingly. However, these landlords are different from malicious landlords whose names are made public as part of measures to prevent rental fraud.

The subrogation payment for the top 10 malicious landlords accounted for 25% of the total amount. The top 10 malicious landlords did not return the jeonse deposit for 4,022 houses in the metropolitan area alone. In the case of the malicious landlord with the highest subrogation payment, the subrogation payment amount in Seoul (109 houses, 25.6 billion won), Gyeonggi (190 cases, 37.2 billion won), and Incheon (431 houses, 72.9 billion won) totaled 135.7 billion won.

Rep. Maeng said, “The top 10 houses with multiple housing debts under intensive management overlap with areas where many cases of jeonse fraud occur,” and “Managing malicious landlords can be a way to prevent damage from jeonse fraud.”
