The National Electric Company announced two public procurements with a total value of over BGN 220 million. They are for the design and replacement of the first and fourth units of the Pumped-storage hydroelectric plant (PAVEC) “Chaira” – the largest battery for storing electricity in South-Eastern Europe.
The term for replacing the aggregates in the PAVETS, which was broken in March 2022, is a minimum of 42 months (three and a half years), because it is a matter of new design and completely new equipment. This was announced by the Acting Minister of Energy Vladimir Malinov after the government meeting on Wednesday.
The estimated value of the order is BGN 220,526,890 without VAT.
The scope of public procurement includes design, manufacture, delivery of the equipment, dismantling of the existing and installation of the supplied new equipment, author’s supervision, adjustment, testing and commissioning, training of personnel and elimination of defects within the warranty period of all equipment specified in the technical specification. The deadline for submitting offers is November 15, 2024.
The re-commissioning of PAVEC will improve the security of the electricity system and counter the impact of high electricity prices, the Minister of Energy assured.
Malinov added that the implementation of the large-scale project will contribute to the successful integration of the growing production of electricity from renewable sources and the implementation of the country’s decarbonization goals.
The order to replace the two hydro units is the long-term solution for decades to come. The short-term is the repair of the first hydro unit with a direct contract with the Japanese company “Toshiba”, which built it. This public procurement is also ongoing, but it has nothing to do with the replacement of the units that is being announced now.
