In response to an oral question on “facilitating the marketing procedures of small cooperatives” from the Socialist – Opposition Ittihadi group, Ms. Ammor indicated that this new program will be implemented in four regions of the Kingdom, namely Casablanca-Settat, Souss-Massa, the Oriental, and Tangier-Tetouan-Al Hoceima, in partnership with the councils of these regions and the Spanish Agency for International Development Cooperation.

The government official also said that the ministry has concluded partnership agreements with Spain and Canada in the area of economic empowerment of women, especially those in rural areas.

Thus, emphasizing the importance of cooperatives, the minister affirmed that “women’s cooperatives now play a crucial role in our country, providing a stable income to women, improving their economic and social situation, and encouraging them to integrate into the national economy,” noting that “the number of women’s cooperatives currently reaches a total of 7,730.”

In addition, she noted that numerical data show that women’s cooperatives benefit from the programs offered by the ministry. Women represent more than 70% of exhibitors at national and regional fairs as well as traveling markets, while women’s projects supported by the “Moazara” program represent 62%. In addition, the national prize “Lalla Al Moutaâwina” is entirely dedicated to women.

Responding to another oral question on “strengthening the social and solidarity economy” from the Istiqlalian group of unity and egalitarianism, Ms. Ammor noted that the ministry aims for this sector to generate 50,000 jobs per year and to contribute 8% to the gross domestic product by 2035, compared to a current contribution of 2%.

In addition, she noted that work is being carried out to develop a “framework law for the social and solidarity economy, based on three main axes, namely an assessment of the social and solidarity economy sector, analysis of previous studies and consultations, review of international experiences”. This project will also include consultations with government sectors, regional councils, economic and social actors, as well as cooperatives and other stakeholders.

Pending the adoption of this law, the ministry’s strategy is based on capacity building through training sessions in legislation, accounting, financing and electronic marketing, in addition to “support for marketing through the organization of several national and regional fairs, as well as support and awareness programs (“Moazara”, “Lalla Al Moutaâwina” and “Génération Solidaire”), according to the minister.
