Deputies issue declaration of publicity for reform of GN; minimum wages and support for youth

The Board of Directors of the Chamber of Deputies issued the declaration of publicity of the opinions that reform the Constitution in the matter of National guard; minimum wages and support for young people.

Tomorrow, the Plenary will discuss and vote on the opinion proposing the assignment of the National guard in the Secretariat of National Defense (Sedena).

Next week, the resolutions regarding the increase in minimum wages so that they are never less than inflation and the monthly financial support for young people will be discussed and voted on.

Of these, the National Guard will be the one that will generate the most debate between the opposition and the ruling bloc, as it proposes the integration of this police force into the National Defense Secretariat (Sedena), thereby cancelling the possibility of it being a civilian force.

The ruling also establishes that the National Guard will have the power to investigate crimes, within its scope of competence.

To this end, the Public Prosecutor’s Office and the police institutions of the three levels of government, including the National Guard, must coordinate to fulfill the purposes of public security and will form the National Public Security System.

The transitional articles of the ruling establish that the military and naval personnel that make up the National Guard will be reclassified from the Armed Forces to which they belong; the new patent or appointment will be issued with the seniority that the interested party has in his rank, according to the hierarchical scale of the Army and Air Force, adding his new specialty.

The head of the National Guard Command must have the rank of Major General of the National Guard on active duty and will be appointed by the Presidency of the Republic, at the proposal of the head of the Sedena.

As regards financial support for young people who are unemployed or out of school, this will be elevated to constitutional status.

It is established that the State will provide monthly financial support equivalent to at least one current general minimum wage to young people between 18 and 29 years of age who are unemployed and not pursuing any level of formal education.

This is to enable them to train for work for a period of up to 12 months in businesses, companies, workshops, stores and other economic units.

Regarding the minimum wage initiative, it can no longer be used as an index, unit, base, measure or reference for purposes other than its nature.

The minimum wages that workers must enjoy will be general or professional, the former will govern the geographical areas that are determined and the latter will apply in specific branches of economic activity or in professions, trades or special jobs.
