According to the Public Prosecutor’s Office, the National Liberation Army disregarded all respect for the means and methods of international humanitarian law and the human rights of the civilian population by ignoring the presence of an educational establishment located just one kilometer from the site of the attack.
For her part, the Attorney General, Margarita Cabello Blanco, expressed her concern about the complex humanitarian and security situation affecting the department, which, according to data from international cooperation agencies, has 23 confined areas and nearly 5,000 people affected.
And since August 2024, when the ceasefire with the ELN was suspended, there has been an escalation of terrorist violence in that department, attacks against the civilian population and against the nation’s strategic infrastructure.
The head of the Public Ministry reiterated her concern about the terrorist escalation that affects the human rights of the communities in this area of the country, which so far this year has recorded 119 missing persons, 14 murdered social leaders, 10 armed actions only in the months of July and August 2024, and which is aggravated by the deficiencies in the provision of the public electricity service, which is suspended in the department.

“We urgently request the national government, through the Ministry of National Defense and the public forces, to adopt the necessary measures to guarantee the security of all Araucanians, to carry out prompt investigations to bring to justice all those responsible for this attack, and to carry out the necessary intelligence work to prevent these events from happening again in this department,” said the official.
The Control Body warns the authorities that, with the announcement by Gustavo Petro, President of the Republic, of the end of the peace talks with this illegal armed group, an even greater escalation of violence may be generated in the areas of influence of the ELN, for which reason it requests that all capacities be activated to prevent and protect the population against attacks that this terrorist group may perpetrate.
