A three-member inquiry committee headed by a district administrator at the time found the allegations prima facie true in the case of the audio going viral, but the investigation into the departmental case did not find the allegations against him to be true. Rather, Masudur Rahman has been absolved from the responsibility of the accusations as the allegations have not been proved beyond doubt.

On Wednesday (September 18), the Ministry of Public Administration issued a notification in this regard. So much was signed by the senior secretary of the Ministry of Public Administration. Mokhles ur Rahman.

It is said in the notification, Assistant Commissioner-Bhumi Md. Masudur Rahman was discharged from the charge of the departmental case as the charge of misconduct brought against him under the ‘Government Servants (Discipline and Appeal) Rules, 2018’ was not proved beyond reasonable doubt.

In July last year, the audio of a conversation held with union land assistant officers went viral. Masudur Rahman, the then assistant commissioner of Nazirpur in Pirojpur, determined that Union land assistant officials would take a bribe of 6,000 taka to register the land there. Later news about it was published. Immediately after the publication of the news, an investigation committee was formed under the leadership of the then Pirojpur District Commissioner. The committee probed the conversations in the audio clips and submitted a report. Masudur Rahman was temporarily suspended on September 20 last year as the initial truth of the complaint was found in the investigation. At the same time, he was transferred from Aisland in Nazirpur and made an officer on special duty (OSD).

According to the inquiry report and the opinion of the Cabinet, a departmental case was filed against him considering his act as misconduct as per the ‘Government Servants (Discipline and Appeal) Rules, 2018’. An Inquiry Officer was appointed. After the hearing and investigation about Masudur Rahman, the investigation officer submitted the report on August 20. He mentioned in the investigation report that the allegations were not proved beyond doubt. As a result, Masudur Rahman was absolved from liability.
