WORKERS COMMISSION BEGAN TO MONITOR ACTIONS DERIVED FROM THE DEBT WITH SOLCA AND THE DIALYZERS – La Nación

The Commission on the Right to Work and Social Security, after rejecting the absence of the members of the Board of Directors of the Ecuadorian Social Security Institute (IESS) and other authorities summoned by the parliamentary body, began the analysis, monitoring and periodic evaluation of the actions derived from the resources and outstanding debt of the IESS with Solca, the dialysis companies and external health providers.

The authorities invited for the second time were: Eduardo Pena, President of the IESS Board of Directors; Milena Charfuelan, Acting General Director of the IESS; Richard Garis, member of the insured; María de los Ángeles Rodríguez, member of the Employers; and Antonieta Cabezas, Superintendent of Banks.

Legislator Johanna Ortiz, in charge of leading the session, expressed her displeasure and said that it is regrettable that excuses are being sent and that the people authorized to attend the meeting do not attend, repeatedly arguing that they are in the territory. Assemblyman Jaime Guevara stated his rejection of the way in which the heads of those who were duly summoned are acting.

Luis Reascos, Director of Control of the General Mandatory Insurance of the IESS, of the Superintendency of Banks, clarified that the powers regarding the control of the quality audit of the billing of the average accounts referred to in the technical standard of relationship of the Comprehensive Public Health Network and the Complementary Private Network, as well as the debt values ​​that are accumulated or generated under this concept, are under the jurisdiction of the General Comptroller of the State and not of the Superintendency of Banks.

At the end of the session, Johanna Ortiz stressed that, beyond the oversight powers of the commission, they monitor the responsibility of the IESS with external health providers.

Veto to reforms to the IESS

In another order, parliamentarian María Teresa Pasquel expressed her concern about the total objection to the Law that reforms several laws for the Stability of Social Security in Ecuador. The acting president said that the issue should be included in the agenda of a next session.
