Effective from 2027… Restrictions on use during semesters

Starting in 2027, social media platforms like YouTube and TikTok in California will no longer be able to send “notifications” to minors under 18 without parental consent during the school year. Social media platforms will also be required to provide content to minors in chronological order, not algorithmically.
According to the New York Times and AP on the 21st, California Governor Gavin Newsom signed a bill containing such content on the 20th. In a statement, Governor Newsom said, “Every parent knows the harm that social media addiction causes to their children, such as alienation from human relationships, stress and anxiety, and wasted time,” and “Through this law, California will protect children and adolescents from technology designed to develop destructive habits.”
According to this law, starting in 2027, social media in California will not be able to send notifications to minors during the school year from September to May of the following year, during the school hours of 12:00 AM to 6:00 AM, and during the school hours of 8:00 AM to 3:00 PM. Updated content must also be provided in chronological order, not algorithmic. The aim is to minimize social media use by minors. However, social media can still send notifications to minors during the above time periods if there is parental consent.
Recently, in the United States, in addition to California, New York and Utah have passed bills restricting minors’ use of social media. In June of this year, Governor Newsom announced that all public schools in California would be required to ban the use of cell phones (including smartphones), and that this would become mandatory starting in July 2026. In addition, states such as Florida and Indiana have already enacted laws banning the use of cell phones in schools.
