The ceremony for the handover of these school buses was chaired by the Wali of the Beni Mellal-Khenifra region, Khatib El Hebil. It took place in the presence of the governors of the five provinces of the region, the president of the regional council, the director of the Regional Academy of Education and Training (AREF) and the heads of decentralized services.
This initiative is part of the implementation of the provisions of the partnership agreement linking the Wilaya of the region, the regional council and AREF Béni Mellal-Khénifra concerning the deployment of the medium-term action plan aimed at promoting educational provision at the regional level for the period 2019-2023.
The implementation of this action plan has so far made it possible to provide the five provinces of the region with 312 school transport buses out of a total of 423 school buses.
At the end of this program, which runs until 2023, the provinces of Azilal and Khénifra will be allocated a total of 104 school buses each, the province of Fkih Ben Salah 85 school buses and the provinces of Béni Mellal and Khouribga 65 school transport buses each.
Signed on September 27, 2019 in the presence of the Minister of National Education, this agreement provides for financing of 1.784 billion dirhams (MMDH) of which the contribution of the Regional Council amounts to 584 million dirhams (MDH) and that of AREF to 1.2 MMDH.
The budget envelope dedicated to school transport represents 8.5% of the total funding, i.e. 151 MDH. The financial contribution of the Regional Council is dedicated to the establishment of community schools, school canteens, boarding schools and the acquisition of school transport buses, while AREF has allocated 1.2 MMDH, in particular to the construction of preschool rooms and school establishments as well as the replacement of prefabricated structures.
This agreement aims in particular to establish a framework for partnership and cooperation to promote preschool education and expand the region’s educational offerings through the establishment of community schools, boarding schools, school canteens, and the strengthening of school transport with the aim of improving the qualitative and quantitative indicators of the education system in the region.
In the same context, a new partnership agreement for the expansion of educational and sports provision for the period 2023-2027 was signed at the beginning of last week, between the wilaya of the Béni Mellal-Khénifra region, the Regional Council and AREF. With a budget of around 2.3 billion dirhams, this agreement reflects the efforts made at the regional level to meet the challenges and improve schooling conditions, particularly in rural and mountainous areas, with the aim of guaranteeing the principle of equity and equal opportunities for learners, improving educational provision, rehabilitating educational institutions and combating school dropout.
