The “Victory Plan” still calls for specific modern weapons, as well as for international financial assistance to the devastated Ukrainian economy, the newspaper reports.
Zelensky said he would not reveal all the details of the plan before meeting with Biden.
He is going to introduce it to the two US presidential candidates – Donald Trump and Kamala Harris.
In addition, Zelensky is going to ask Biden to provide “security guarantees” to Ukraine to prevent Kyiv from being forced to sign an unfavorable peace agreement if Donald Trump wins the US presidential election.
