Marrakech Parliamentary Forum: Signing of two framework agreements on the evaluation of development policies

These framework agreements were signed on the sidelines of the 2nd edition of the Marrakech Parliamentary Economic Forum for the Euro-Mediterranean and Gulf region, organized in the ochre city by the Chamber of Advisors and the Parliamentary Assembly of the Mediterranean (APM).

The first agreement, initialed by the President of the House of Councillors, Enaam Mayara, and the Resident Representative of the KAS in Morocco, Steven Hofner, concerns the mobilization of the international and national expertise of the KAS in support of the members of the House of Councillors, within the framework of their commitments and activities as members of the Parliamentary Observatory of the Global South for Sustainable Development (OPSGDD).

This agreement, which applies for the period from September 2024 to December 2026, aims to jointly carry out studies and periodic reports on monitoring and evaluation of development, in addition to the organization of thematic conferences, round tables and workshops on subjects related to sustainable development.

It was also agreed under this framework agreement to exchange visits between members of the House of Councillors and their German counterparts with the aim of sharing experience and good practices in monitoring and evaluating development.

As for the second agreement, initialed by Mr. Mayara and the president of APNODE, Jérémie Adomahou, its objective is to support the operation of the Parliamentary Observatory for Sustainable Development, created by the Chamber of Advisors, in order to strengthen its role in monitoring and evaluating public policies.

This agreement also aims to mobilize Moroccan parliamentarians to take ownership of the tools and methods for evaluating public policies necessary to achieve the sustainable development goals (SDGs).

It also aims to strengthen the transparency and accountability of parliamentary institutions through the systematic evaluation of public policies and to promote the exchange of experiences and good practices between Moroccan parliamentarians and their African counterparts.

In a statement to MAP, Abdelilah Hifdi, member of the bureau of the House of Advisors, affirmed that the evaluation of public policies constitutes one of the most important functions of Parliament, in addition to its mission of legislation and control of government action, specifying that this is a new function “created by the constitutional legislator in 2011”.

Mr. Hifdi added that this function allows parliamentarians to fulfill their missions in an optimal manner, highlighting the important role that the Parliamentary Observatory of the Global South for Sustainable Development will play in strengthening the independence of Parliament.
