According to the plan, 2.22 trillion hryvnias (49 billion euros) will be spent on “national security and defense” next year.

“I can safely say that, based on the 2025 budget plan, Ukraine’s defense will be ensured,” Ukrainian Finance Minister Serhii Marchenko told reporters on Tuesday.

By comparison, Russia plans to spend 10.8 trillion rubles (103 billion euros) on defense this year, or about 30% of its budget.

In Ukraine, approximately 740 billion hryvnias (16 billion euros) will be directed to the production and procurement of weapons, and almost 1.2 trillion (26 billion euros) to the salaries of soldiers.

Kyiv last week increased planned defense spending for 2024 by almost one-third, taking into account the rising costs of the war.

It is planned that the 2025 defense budget will be only 2% higher than the revised 2024 budget.

Ukraine has announced that it will need 34.4 billion euros in financial support from Western backers and international financial organizations, slightly less than this year.

“This is probably the most important area – to ensure rhythmic and complete funding from our partners,” Marchenko said.
