Those involved, Luis Carlos Barreto Gantiva, former director of Risk Knowledge, and Pedro Andrés Rodríguez Melo, former advisor, are accused of having irregularly directed various contractual processes.

In a new chapter of investigations related to corruption in the National Unit for Disaster Risk Management (UNGRD), The Ninth Delegate Prosecutor’s Office before the Supreme Court of Justice presented evidence that resulted in the imposition of security measure in prison establishment against two former high-ranking officials of the entity.

According to the Prosecutor’s Office, the former officials would have used their positions to benefit specific contractors in exchange for money. These contracts were aimed at carrying out mitigation works and acquiring goods and services for emergency response in different departments of the country.

Imposition of charges

Barreto Gantiva was accused of managing and processing a refund of 100,000 million pesos from an agreement between the UNGRD and the National Land Agency (ANT). These resources, according to the investigation, were diverted to sign eight supply orders with previously selected companies, with the commitment to receive 7% of the value of each contract.

For his part, Rodríguez Melo, in coordination with other actors, provided privileged information to the contractor Luis Eduardo López Rosero, advancing three months the specifications for the purchase of tank trucks intended to guarantee the supply of drinking water in La Guajira. In addition, it was discovered that Rodríguez Melo managed the delivery of quotes to Sneyder Pinilla, then deputy director of Disaster Management at the UNGRD, who subsequently approved six contracts with López Rosero.

Millionaire cost overruns and irregular payments

The investigations showed that the actions of the accused caused cost overruns of more than 26,000 million pesos in total. Of this figure, approximately 1,000 million pesos would have been given in gifts to Rodríguez Melo, distributed in 700 million consigned to a woman’s account and 300 million in cash.

The crimes charged to Barreto Gantiva and Rodríguez Melo include undue interest in the execution of contracts, embezzlement by appropriation, falsification in a private document, ideological falsification in a public document and conspiracy to commit a crime. Although the accused did not accept the charges, the process will continue in the hands of justice.
