Human Rights: The “Marrakech Declaration” encourages the creation of national implementation, reporting and monitoring mechanisms

Through a final document called the “Marrakech Declaration”, participants called for the necessary political, technical and financial support to be provided to national implementation, reporting and monitoring mechanisms to enable them to achieve their roles and functions.

Participants in this two-day meeting, organized by the Interministerial Delegation for Human Rights in collaboration with the Danish Institute for Human Rights and in cooperation with the United Nations Development Program, also highlighted the need strengthen bilateral and multilateral cooperation and partnerships between national implementation, reporting and monitoring mechanisms.

In this sense, they did not fail to recommend the holding of annual meetings between national mechanisms, as well as the creation of an international network aimed at institutionalizing cooperation, partnership, dialogue and the exchange of expertise and experiences between these mechanisms, the final structure and guiding principles of which will be agreed between the mechanisms participating in this seminar.

Participants also indicated that membership in this international network will remain open to national implementation, reporting and monitoring mechanisms, stressing the need to develop the design of this network, the preparation of which will be entrusted to to the national mechanisms of Paraguay, Portugal and Morocco.

They added that Morocco’s national mechanism will be responsible for facilitating the coordination of this work, which will be presented for examination and adoption at the next meeting.

They also encouraged the establishment and development of information systems to manage, process and analyze data linked to the implementation of the recommendations of the UN and regional human rights mechanisms, and to exchange experiences. in this area and provide them with the necessary technical support.

In addition, participants spoke in favor of the development of capacity building programs for national implementation, reporting and monitoring mechanisms, and the mobilization of technical assistance for the benefit of the latter, calling for to continue collaboration with the Office of the United Nations High Commissioner for Human Rights in order to support initiatives aimed at implementing this Declaration.

“The Seminar aimed to exchange views and share experiences between representatives of national implementation, reporting and monitoring mechanisms in the field of human rights,” underlined the Secretary General of the Interministerial Delegation for Human Rights (DIDH), Abdelkarim Boujradi, in a press statement.

Mr. Boujradi indicated that the “Marrakech Declaration”, which sanctioned the work of this seminar, is a “historical and founding document of a new phase in the functioning of national mechanisms for implementation, preparation of reports and monitoring in the field of human rights”, indicating that this document offers a platform for the creation of an international network of national mechanisms, the preparation of its design is entrusted to the national mechanisms of Paraguay, Portugal and Morocco.

In a similar statement, the Director General of Human Rights at the Ministry of Justice and Human Rights of Burkina Faso, Hadjaratou Zongo Sawadogo, noted that this meeting was an opportunity to discover national experiences in this area and the challenges inherent in improving the performance of national human rights implementation, reporting and monitoring mechanisms.

For her part, the Director General of Human Rights at the Ministry of Justice of Gabon, Edna Paola Biyogou, indicated that the “Marrakech Declaration” constitutes a road map to improve the functioning of national implementation mechanisms. , reporting and monitoring in the field of human rights so that they meet aspirations.

For his part, the Director of Human Rights at the Office of the Commissioner for Human Rights, Humanitarian Action and Relations with Civil Society of Mauritania, Limam Sidi Mohamed, welcomed the adoption of the “Marrakech Declaration”, which encourages the creation of a regional network of implementation, reporting and monitoring mechanisms in the field of human rights, emphasizing that the experience of the Kingdom of Morocco in terms of human rights constitutes a model to follow for other countries in the region.

This international seminar was attended by high-level officials, representatives of ministerial departments and national implementation, reporting and monitoring mechanisms and experts in the field of Human Rights, representing the different continents, with the significant participation of experts from the Office of the United Nations High Commissioner for Human Rights, and with the qualitative participation of national, regional and international institutions concerned with Human Rights issues.
