The Comptroller’s Office issued 3,800 alerts regarding the loss of resources for US$4,658 million

The Directorate of Information, Analysis and Immediate Reaction (DIARI) of the Comptroller General of the Republic has identified a risk in the management of public resources, issuing 3,800 alerts that represent a possible loss of 4,658 million dollars.

These warnings, generated since the creation of the DIARI, have been the result of the use of more than 40 advanced analytical modelswhich have made it possible to detect irregularities and prevent misuse of State funds.

In addition to the alerts, DIARI has maintained rigorous control over 478 projects considered high risk, which involve a total of 3,579 million dollars. As a result of this continuous surveillance, the Comptroller’s Office has ensured the completion and delivery of 174 projects to the community, whose value reaches 520 million dollars, benefiting various regions of the country.

In relation to the resources coming from the General Royalties System, since 2021 the DIARI has managed to recover benefits of 232 million dollars in more than 80 projects, consolidating itself as a key tool in the protection of public finances and fiscal control in Colombia.

During the closing of the XXXVII Assembly of Supreme Audit Institutions of the South American countries (EFSUR), held in Barranquilla, the Comptroller General of the Republic, Carlos Hernán Rodríguez Becerra, highlighted the significant advances in the country’s fiscal control. Rodríguez highlighted how the modernization of technological tools has been essential to more effectively confront corruption and the diversion of public resources.

“With technological information systems, we have the ability to fight corruption, being more efficient and vehemently confronting the diversion and misuse of public resources,” stressed Rodríguez Becerra, highlighting the role of the analytical models developed by the DIARI.

One of the great innovations of DIARI has been its ability to analyze more than 30 billion records in real time, coming from 9 thousand migrated and more than 13 thousand connected information sources, belonging to 1,500 public entities. This vast data network feeds the analytical models that have allowed the generation of more than 10,700 reports, used for audits, fiscal responsibility processes, and other inspection activities.

Low level of budget execution in 2024

An example of the models used by DIARI is the Budget Chain Model, which has allowed a detailed monitoring of the execution of the current budget appropriation for 2024, revealing a worrying execution of only 50.92%. Of the 100 billion Colombian pesos allocated for investment expenses, only 30.70% has been used to date, which represents the lowest level of execution in the last four years.

DIARI has also implemented innovations such as geolocation, used to monitor infrastructure works. and monitor environmental impact, such as deforestation in moorland areas. Through its Geoportal, DIARI has managed to characterize and monitor projects in real time, identifying potential risks early.
