The US Special Envoy to Libya, Richard Norland, stressed the urgent need to form a transitional government in Libya, with the aim of re-establishing transparency and accountability, which could open the way to resolving the deep political and economic crisis facing the country.

Norland explained, in an interview with Al Jazeera Mubasher, that appointing a new government will contribute to laying the foundations for a free and transparent electoral process capable of restoring stability in Libya.

The American envoy highlighted the crisis of the Central Bank of Libya, calling it an example of the deep divisions within the country, which only exacerbate the economic situation.

Norland called on the international community to take a more active stance regarding the Libyan crisis, calling on global financial institutions to resolve doubts related to the management of the Central Bank of Libya and to organize a dialogue under the auspices of the United Nations to address this matter and other issues without further delay.

Norland stressed the importance of transparent management of oil resources and national income, calling for a fair distribution of revenues to ensure benefits for the entire Libyan population and not just specific groups or individuals.

Norland drew attention to the lack of transparency in oil exports, saying that oil should be used for the benefit of the Libyan people, and not as a political tool in the hands of certain factions.

Norland also spoke about the presence of mercenaries in Libya, coming from Russia, Chad, Syria, and the African Sahel region, stressing that these external parties threaten Libyan sovereignty and hinder the process of political stability and security.
