Discussions on Libya led by Norland with Libyan and international officials

The United States Special Envoy to Libya, Ambassador Richard Norland, held a series of bilateral meetings on the sidelines of the United Nations General Assembly in New York. The most prominent of these meetings was with the President of the Presidential Council, Mohamed Al-Menfi, accompanied by the Deputy Assistant Secretary of the Treasury for Africa and the Middle East, Eric Meyer, where Norland expressed the United States’ welcome to the agreement regarding the Central Bank of Libya.

Al-Manfi stressed in the meeting the necessity of agreeing on a financial arrangements committee and forming a board of directors composed of competent and experienced figures in agreement between the House of Representatives, the Supreme Council of State, and the Presidential Council.

Norland also discussed, in a separate meeting with the person in charge of running the Ministry of Foreign Affairs and International Cooperation, Al-Taher Al-Baour, the role of the agreement to lead the Central Bank of Libya in moving the political process forward.

The two parties stressed the need to strengthen Libya’s sovereignty in light of the increasing regional challenges.

In this context, the US Embassy said that Norland also met in New York with the Minister of Foreign Affairs of the Republic of the Congo, Jean-Claude Gakoso, to discuss joint efforts to revive the political process in Libya.

Gakuso gave a briefing on the African Union’s support for holding a reconciliation conference that brings together “former adversaries” to pave the way towards the reunification of Libya, according to the embassy.
