The Energy and Gas Regulatory Commission (CREG) has reported that the status of the electrical system in Colombia will change from “vigilance to risk”, due to the severe droughts that affect the country. This measure is implemented to ensure the sustainability and reliability of the electricity supply in the face of the critical behavior of energy and market variables.
The CREG explained that this decision responds to an exhaustive analysis of the behavior of energy variables, which include the availability of water resources, thermal generation capacity and market conditions. The report from the National Dispatch Center also warned about the critical state of the system’s indicators.

Implications of Change
- Activation of the Reliability Sustaining Mechanism: Activating this mechanism is crucial to ensure that adequate measures are taken to address shortfalls in electricity generation. This involves determining the amount of thermal generation needed, based on the system operator’s energy models.
- Possible Electrical Rationing: Projections indicate that reservoir levels could fall by an alarming 12%, a historically low rate that could result in electricity rationing during the summer of 2025-2026.
- Drought Conditions: The droughts have affected hydroelectric generation capacity, which is essential for the country’s energy supply. This climate phenomenon has been intensified by factors such as climate change and regional climate variability.
The firm XM, operator of the National Interconnected System (SIN), has presented a study that models the future conditions of the electrical system, highlighting the urgency of preparing for a possible energy crisis scenario. According to XM, the lack of water in the reservoirs will limit the production of hydroelectric energy, which will increase dependence on thermal sources, which are usually more expensive and polluting.
