Faced with opposition from China and Russia, the United States renounces transforming the Multinational Security Support Mission into a United Nations peacekeeping mission.

This Sunday, September 29, 2024, the United States abandoned the idea of ​​transforming the Multinational Security Support Mission (MMSS) into a United Nations peacekeeping mission.

As the Biden administration considered transforming the current Kenya-led multinational security support mission into a traditional United Nations peacekeeping operation, the Florida newspaper Miami Herald informed that this idea was abandoned after the United States and Ecuador failed to gain support from China and Russia.

As a result of this opposition in the UN Security Council, both countries will now focus on renewing the mandate of the MMSS for another year. If this proposal is approved, the Kenyan-led multinational force could be extended until October 2025.

It is important to remember that the idea of ​​changing the status of the MMSS reflected both the United States’ difficulties in obtaining voluntary contributions for a mission that costs approximately $200 million every six months, as well as its inability to quickly restore order in Haiti, despite public declarations of progress since the arrival of Kenyan troops.

According to the Biden administration, a traditional peacekeeping operation of l’HIM would have made it possible to resolve the financing problems of the current mission, since it would have been financed by obligatory contributions from Member States. It would also have made it possible to have more equipment, such as helicopters, as well as a hospital capable of carrying out surgical procedures.
