Moscow has already increased its military spending to levels not seen since the days of the Soviet Union. It is ramping up the production of missiles and drones to shell Ukraine, and pays good salaries to the hundreds of thousands of soldiers fighting in Ukraine.

According to the document published on the parliament’s website, in 2025 defense spending is planned to increase to 13.5 trillion rubles (130 billion euros). That amount does not include some other wartime spending, such as spending Russia labels “internal security” spending and some spending classified as secret.

Total spending on defense and security will make up about 40% of Russia’s total government spending, which will reach 41.5 trillion rubles in 2025.

Before sending the draft budget to the Russian parliament, Moscow has announced that, along with higher military spending, investments and benefits will also increase.

However, the figures show that military spending has crowded out spending in other areas of the economy. Planned expenditures for “national defense” exceed the total amount of funds allocated for education, health care, social policy and economy.
