Daghim calls on the UN mission to attend the governor’s appointment session; To ensure integrity

Advisor to the President of the Presidential Council, Ziad Daghim, Acting UN Envoy to Libya, Stephanie Khoury, called for the mission to participate as an observer in the House of Representatives session on appointing a governor for the Central Bank to ensure integrity.

Daghim asked Khoury to attend the public session ensuring the implementation of the second paragraph of the “Central Agreement” related to the appointment of the governor and his deputy in accordance with Article 15 of the political agreement and within one week since the signing of the agreement.

The support said in his letter to the mission that the internal regulations of Parliament are governed by Law No. 4 of 2014, adding that the quorum for the session is an absolute majority, that is, 84 members out of 164 valid members of Parliament.

Daghim stressed that electing the governor requires a public and private session and is not “closed” according to the law.

Daghim also considered that appointing the governor requires the approval of two-thirds of the members, meaning 108 representatives, which is the constitutional majority specified in Article 15 of the political agreement included in the Constitutional Declaration, in accordance with the 11th Amendment issued in 2018.

The presidential advisor renewed his support for the nomination of “Naji Issa” as a consensus governor for the three councils, and Marai Al-Barassi as his deputy, as he holds the position in the presidential decision regarding the formation of the bank’s board of directors in accordance with his inherent jurisdiction to appoint senior employees until consensus legislation is issued in this regard.

Counselor Daghim also expressed his reservations about lowering the criteria for assuming leadership of the Central Bank for a holder of at least a master’s thesis to a university level with 10 years of experience, and requiring a final judicial ruling instead of a year, he said.
