Changes to ARIP

The ARIP personal office terms of use are changing – the term of consent to the processing of personal data. Previously, only consent was required, which was valid for 5 years. Now it is necessary to allow the use of a personal office, the contract is valid for 3 years.

The new rules come into effect in October.

Citizens, who already have a personal office at ARIP and have given consent to the processing of personal data, are offered to conclude an additional agreement. To do this, you must submit an ARIP personal account by 31 July 2025 and indicate your consent to use the service according to the new rules.

Consent forms have also changed in the system Moscow State University. It is a remote customer identification system. With it, service through the digital channels of banks and other participants in the financial market is possible.

New system for calculating “communalka”.

“Belarus” has warned its customers that all gas consumers will be transferred to the unified system of calculating fees for housing and community services – “Razlik-Zhku”.

This is the only national system of accounting, calculation and calculation of fees for housing and community services and the use of residential premises.

New to currency exchange

From October 26, the currency exchange rules will change. The National Bank decided that the cashier may not take cash from individuals, “there is little demand for it and the official Belarusian ruble exchange rate is determined by the National Bank every month.”

More FSAN payers

From 1 October, the procedure for calculating pensions will change. The authorities will expand the list of those who must make compulsory insurance contributions to the FSAN. Deductions to the Social Security Fund will be compulsory for tradesmen, owners of agricultural estates and the self-employed.

As specified in the Ministry of Labour, these Belarusians will pay contributions to the FSAN according to the same scheme as individual entrepreneurs:

payment of contributions – by March 1 of the following year;

the amount of contributions is equal to 29% of the self-determined income, but not less than the minimum wage. We remind you that the minimum amount is now 626 rubles. That is, the monthly contribution will be 181.54 rubles per month. For a year – 2178.48 rubles.

Changes for thrift stores

From October 1, the ban on importing used clothes from the European Union into Belarus will come into effect.

As a result of the new sanctions of the European Union, many goods were banned – the list includes more than 400 categories. The document did not limit the import of wardrobe items from the EU to Belarus, but banned “used clothes and other products.”

A major bank in Kazakhstan will stop payments to Belarus in euros and dollars

From October 1, CenterCredit Bank (BCC) will stop making payments to Belarus and Russia in dollars and euros.

The bank clarified that it will stop transfers with counterparties in Russia and Belarus in all foreign currencies, except for Russian and Belarusian rubles, as well as Kazakh tenge.

This bank has already stopped accepting and sending payments in pounds sterling, Swiss francs and Japanese yen. The decision was explained by “sanction restrictions”.

In 2022, the BCC bought the “daughter” of the Russian “Alfa Bank” in Kazakhstan.

The International Fund for Assistance to Political Prisoners of Belarus will start its official activities in October. The fund was founded by 8 Belarusian public organizations and the Norwegian Helsinki Committee.

The Norwegian government transfers the first contribution of 850,000 euros to the Fund. The organizers of the fund include help from the countries of the European Union and from North America, individual patrons. Contributions of 1.4 million euros are said to have already been confirmed.

The founders of the international humanitarian fund decided that the leadership in it will be collective: one representative from each of the eight organizations that created the fund will join the board of the fund. When new participating organizations appear, their representatives will be given a seat on the table.

The board’s activities will be monitored by the supervisory board, which will consist of three representatives from Belarusian public organizations, the media and international organizations. But the names of these observers have not yet been named.

Some pensions will increase

From October 1, labor pensions will increase in Belarus, according to Alexander Lukashenko’s decree No. 357, whose press service announced the signing on September 12. According to the document, pensions will increase by 5% on average.

As specified in the Ministry of Labor and Social Protection, in October, “all types of labor pensions will be increased (according to age, according to years of service, according to disability and according to loss of earnings)”. The Labor Ministry’s list does not mention another type of labor pension – “for special services to the republic”.

Minimum labor and social pensions will not rise in October. They are usually reviewed once a quarter (November 1, February 1, May 1, and August 1) – at the same time as the living wage budget, to which they are attached, is reviewed. If the living wage budget increases, so do pensions.
