The EESC recommends convergence of sectoral programs to reintegrate young NEETs into the development cycle

This recommendation was made during a meeting organized on Wednesday by the Council, with a view to presenting the results of its opinion entitled “Young NEETs: What prospects for socio-economic inclusion?”, indicates the EESC in a press release.

So-called NEET young people constitute a particularly vulnerable category who endure multiple forms of exclusion, remaining away from the education system, vocational training and the job market, he said.

This category, he continued, concerns 1.5 million young Moroccans between 15 and 24 years old, on the margins of the education/training system and the labor market, and threatens the cohesion of society and social peace. , through the exacerbation of poverty, vulnerability and inequalities, as well as the fueling of feelings of disappointment and psychological crises, at a time when the Kingdom is characterized by a density of young population, requiring intensification efforts to leverage the potential of NEET in a positive and productive manner.

For his part, Moncef Kettani, member of the CESE and rapporteur of the theme, indicated that this category risks being confronted in its life with three decisive ruptures, namely dropping out of school between the levels of college secondary school and qualifying secondary school, the transition from the education system to the job market, while the third takes place between two jobs.

The CESE opinion examines, within the framework of a self-referral, the situation of young NEETs who find themselves on the margins of the education/training system and the labor market, and recommends different means capable of improve the conditions of this category.

On the basis of this diagnosis and with a view to reducing this phenomenon and accelerating the socio-economic integration of this category of young people, the CESE recommends the adoption of an integrated approach broken down into five axes.

The first concerns the strengthening of the identification and monitoring capacities of young NEETs through the creation of a national information system with a regional version for the identification and monitoring of their courses, which brings together cross-referenced data from multiple sources ( Unified social register, statistics relating to the sectors involved, etc.).

The CESE also recommends the implementation of preventive measures to prevent new categories of young people from finding themselves in a NEET situation, by guaranteeing the effectiveness of compulsory schooling up to the age of 16, by putting in place the necessary qualification and reintegration measures, with extensive involvement of parents and relevant stakeholders at local level; by making community schools more widespread in rural areas, while ensuring that they strengthen their equipment and extend the coverage of school transport services; and by strengthening the public offer of vocational training in rural areas, by adapting specializations to the needs of each region and territory.

The third axis relates to the establishment of a broader ecosystem to welcome and guide young NEETs towards personalized options meeting their specific needs, by developing a dense network of reception, listening and guidance points. extending across all local authorities and governed by a unified charter which would specify the roles, activities and distribution of responsibilities between the different actors involved.

As for the fourth axis, it consists of improving the quality and effectiveness of integration services and programs for young NEETs, by facilitating their reintegration into the education or training system, improving their employability and assisting them in finding opportunities. employment, while establishing appropriate contractual arrangements with the private sector or the third sector, in addition to pre and post business creation support.

Finally, it will involve establishing a governance framework, characterized by optimal coherence and complementarity between the various programs, as well as continuous and effective coordination between the different stakeholders concerned.
