► The future of the symbol of MaPrimeRénov’

What will become of MaPrimeRénov’, the support system for the energy renewal of buildings, which should be 3 billion euros in 2024? The mystery, due to its current perspectives, has already been repeated several times, ending on December 31. And this is a great concern to companies in the sector.

By the end of 2023, the government decided to refocus on large-scale modernization, with an increase in subsidies. But he had to go back, a few months later, by rewriting “affirmative actions”, after noticing a decrease in requests.

Until the end of the year, you can benefit from MaPrimeRénov’ to insulate your roof and walls without having to change your heating system at the same time. Nothing says that this will still be possible in 2025. This year, the aid has been cut by a few euros, on the assumption that not all the credits are used in 2023.

For 2025, the government can put forward another argument to reduce the investment: the program is the subject of a big fraud, estimated at 400 million euros in 2023, according to Bercy, which no one has he managed to have it.

► EDF tax once again

Activate EDF to try to reduce deficits. The practice has become old, but it can see new energy with the tax project, thought by the former Minister of Economy Bruno Le Maire. We call it “Crim”, for “Contribution on inframarginal rents”. Obviously, all electricity production facilities over 260 MW will be taxed, which affects EDF in particular, but also Engie. It can bring in 2.8 billion euros next year.

At EDF, there is panic, and CEO Luc Rémont is increasing his warnings. The company faces an investment wall to modernize its fleet and abysmal debt, and it “Already burdened by regulations which forced him to sell two-thirds of his production below his costs”, he reminded the representatives on September 25.

Before being appointed Minister for Educational Change, Agnès Pannier-Runacher described the measure as“stupid and ugly head.” », on BFMTV, September 19, recalling that nuclear and hydraulic power are carbon-free. To see if he would listen.

► The renewal bill is on the rise again

Is the development of renewable energies compatible with the need to make budget savings? Next year, the various sectors will cost the city 5.9 billion euros, according to the Energy Regulatory Commission (CRE).

This is a return to pre-crisis levels, due to the fall in prices on wholesale products. Support for photovoltaics alone will represent almost 3 billion euros in 2025. For biomethane, the money will be 1.2 billion, and almost 800 million for offshore wind power.

For the government, the temptation is great to slow down the pace or, in any case, not to speed up as quickly as planned in the reforms, especially because the social acceptance of important projects is still low. “It’s a question of political will,” believes Michel Gioria, general representative of the France Renouvelables Union, which advocates shock measures, such as much less electricity when the sun is out at full power, through the renewal of the peak / off-peak hours system.

In the meantime, the industry leaders are waiting, especially since the previous government has given up on introducing the multi-year energy planning law (PPE), due to the lack of potential in the Assembly. At the European Commission, he explained that, thanks to nuclear energy, France will meet the carbon-free energy goals in 2030, without reaching 44% renewables, as provided for in a directive. Michel Barnier’s government should accept the debate.
