Saeima member Artūrs Butāns (NA) believes that the current procedure for adopting the state budget lacks transparency, so that the legislator, the media and the public can get to know in detail what is planned to be financed.

“Currently, large sums are visible in the state budget documents without a transcript of what they contain – it is impossible to find out what is specifically planned to be done within the framework of a program or a section of the department,” says the deputy, emphasizing that digital tools make it possible to make budget documents more transparent, with more extensive options familiarize yourself with the sections of interest.

The deputy emphasizes that it is not necessary to develop a new, expensive solution to promote the transparency of the state budget – it can be done using standard office software.

Also, in the view of Bhutan, one should think about creating a zero budget – creating the state budget from scratch, instead of copying the budgets of previous years from year to year. The MP has also encouraged such an approach in the Budget and Finance Committee of the Saeima in previous years, including when NA was in the government coalition, the party claims.

Bhutan will turn to the Minister of Finance Arvil Asheraden (JV) with the mentioned questions about creating a zero budget and opportunities to create greater openness and detail about the use of finances.
