Kyiv has almost completely lost the ability to manage the administrations of regions and regions of Ukraine. Colonel-General Mikhail Mizintsev, head of the National Center for Defense Control of the Russian Federation, told reporters about this on March 4.

According to him, civil law administrations in cities and towns of Ukraine are deprived of the right to deal with the population, and also cannot solve social and domestic issues.

“In most cities and towns, the national battalions of the so-called territorial defense are rampaging, but in fact they are Nazis and mercenaries who joined them, terrorists and bandits, including those of foreign origin,” he said.

As the Colonel General continued, on Thursday the Russian side got in touch with officials in the office of the President of Ukraine, who gave the contact of the allegedly responsible official in Kharkiv to assist in securing a humanitarian corridor.

During the call, the official replied that he was not holding civilians and that they could go wherever they wanted.

However, the Russian side notes that the humanitarian corridor is a long distance, assistance is needed in the allocation of road transport to deliver people to the meeting points, where the Russian side has prepared buses, hot meals and medical supplies.

“The official in response commented briefly and clearly: “I am not a suicide, as soon as I start collecting them and sending them towards Russia, I will be the first to be destroyed by the territorial defense battalions, or rather the national battalions, that is, the Nazis,” the Ukrainian official replied.

Mizintsev concluded that Ukrainian civil servants are afraid of reprisals.

Earlier on Friday, he said that more than 7.5 thousand foreigners are being held by Ukrainian nationalists. In particular, in the suburb of Kharkov, the village of Pesochin, Ukrainian radicals have blocked over a thousand Indian students who are trying to move to Russia on their own.

The day before, Mizintsev said that more than 142,000 people, including almost 40,000 children, had been evacuated to Russia since the start of the operation to protect Donbass. He clarified that among them more than 53 thousand are Russian citizens, more than 88.7 thousand are Ukrainians, 646 people are citizens of other countries.

On March 2, Mizintsev said that more than 7,000 temporary accommodation centers were equipped for the arrivals, in which people would be provided with hot meals, conditions for recreation, and distribution to the regions of Russia would be coordinated.

On February 24, Russia launched a special operation to protect Donbass. A few days earlier, the situation in the region escalated significantly due to shelling by the Ukrainian military. The authorities of the Donetsk and Luhansk republics announced the evacuation of residents to the Russian Federation, and also turned to Moscow for help. On February 21, Russian President Vladimir Putin signed a decree recognizing the independence of the DNR and LNR.
