“After the Constitution of 1824, the most relevant is the one that corresponds to the second transformation of Mexico, headed by Benito Juárez (…) this constitution of 57 establishes a civil State and among others the constitutional article that says: national sovereignty resides essentially and originally in the people, all public power arises and is instituted for the benefit of the people (…),” said the president.
