The Minister of Local Government in the Government of National Unity, Badr al-Din al-Toumi, received the Japanese Ambassador to Libya, Shimura Izuru.
The meeting discussed “ways to enhance joint cooperation between the two countries, in the field of local administration, especially with regard to human resources development, digital transformation, emergency response and natural disaster prediction, peacebuilding, and other fields.”
The meeting also discussed “strengthening cooperation in the field of human resources capacity development by benefiting from the experience of the Japanese organization JICA in the field of capacity building to develop the work methodology of the Municipal Development Center, support decentralization, and develop its training curricula.”
Al-Toumi expressed his thanks and appreciation to the Japanese ambassador and the Japanese people for their support and assistance to the State of Libya and for standing by the residents of the city of Derna and its neighboring areas during the crisis of the Mediterranean storm that struck the city last year.
He stressed his aspiration to “strengthen joint cooperation with Japan, especially in the files of capacity building and digital transformation, emergency response and natural disaster prediction, and water and sanitation, through cooperation between the ministry and Japanese organizations, to transfer the pioneering Japanese experience in the field of local administration and localize it in all components and units of government.” Locally, in our country, the Japanese methodology in drawing up state policies and managing them is the closest to the philosophy and methodology of the Libyan state, which pushes us towards being guided by this experience and maximizing the benefit from it.”
During the meeting, Al-Toumi reviewed the ministry’s efforts in the field of digital transformation and employing information and communications technology in managing the local government sector and providing services to citizens.
He explained, “The Ministry has come a long way in this field, as it has automated all procedures and transactions within the Ministry, in addition to adopting digital communication mechanisms by building systems for electronic messaging and adopting them as an alternative to traditional methods, as well as initiating the launch of electronic applications for providing services to citizens.”
For his part, the Japanese ambassador expressed “his country’s desire to deepen cooperation with Libya, especially in the areas of developing Libyan human resources, economic fields, and peacebuilding, given Japan’s extensive experience in those fields.”
The meeting was held in the presence of the Director of the Office of International Cooperation and Organization Affairs, “Shadia Oraibi,” and the official in charge of the cooperation file in the International Cooperation Department at the Ministry of Foreign Affairs, “Muhammad Suwaid.”
