In this regard, the person in charge of administrative management of the regional delegation of the Institution of the Kingdom Ombudsman in Laâyoune, Cherif Laaroussi stressed that the number of complaints falling within the competence of the Institution reached 176 in 2020 on a total of 226 complaints and grievances filed in 2020.
During a communication meeting held Wednesday in Laâyoune at the initiative of the regional delegation of the Institution of the Mediator of the Kingdom, in the presence of the wali of the Laâyoune-Sakia El Hamra region, governor of the province of Laâyoune, Abdeslam Bekrate , elected officials and heads of external services, Mr. Laaroussi indicated that the report noted 50 complaints which do not fall within the scope of the Institution’s competence.
Likewise, he indicated that a total of 200 decisions were issued by the regional delegation of the Institution in 2020, including 88 decisions to close the file, 79 settlements of disputes, 25 of lack of jurisdiction and 8 of inadmissibility , adding that the report also notes nine recommendations and the implementation of six others.
Regarding the nature of the grievances received by the Institution of the Kingdom Ombudsman at the regional level during the year 2020, Mr. Laaroussi specified that the greatest number of complaints and grievances concern those of an administrative nature, thus monopolizing more than 45.45% of the total of those falling within the competence of the Institution, then matters of a financial nature (33.52%) and land (7.39%), in addition to those relating to human rights. Man and the non-execution of court decisions rendered against the administration.
As for the classification of complaints and grievances according to the administrative sectors concerned at the regional level, they relate to the sectors of national education, professional training, higher education and scientific research with 29 grievances, i.e. 22.14%, followed by the Interior sector with 27 grievances (20.6%), while the municipalities and elected councils recorded 14 grievances (10.69%) and the sectors linked to the economy and finance and administrative reform (13 grievances/9.92%), he said.
Mr. Laaroussi also noted that the indicators recorded in the report of the regional delegation of Laâyoune-Sakia El Hamra, reflect a positive interaction with the administrations regarding the requests addressed to the regional delegation of the Institution of the Mediator of the Kingdom, expressing the hope to improve and reduce processing times, thanks to the effective involvement of all the administrations concerned.
Furthermore, the regional delegation of the Kingdom Ombudsman Institution organized during the first three years of its 2019/2023 strategic plan, a series of communication meetings with different educational establishments, institutes and public administrations, he said. he added.
