Former governor of Caquetá sanctioned

Arnulfo Gasca Trujillo, former governor of the department of Caquetá, and the former secretary of infrastructure, Jairo Alberto Gómez Roa, were sanctioned for irregularities in the structuring of an investment project and execution of the contract financed by the General Royalties System (SGR).

In a first instance ruling, the Public Ministry confirmed that the former president approved and made viable a project capitalized by SGR for the development of hydraulic adaptation and recovery works of the El Guamal bridge and the banks of the La Perdiz ravine in the urban area of ​​Florencia.

In turn, the entity confirmed that the work did not meet the conditions and technical criteria required for its development, according to what is established in the standard for the design of bridges; In addition, it was also found that the disciplined person did not control and monitor the supervision of the construction contract, which consequently generated deficiencies in the execution and delivery of incomplete buildings.

The control entity verified that there were flaws in the formulation and planning of the construction, since a type of foundation was used that did not correspond to what was initially requested due to design issues; which resulted in delays in the execution of the work.

Likewise, the disciplinary authority confirmed that the former secretary, after carrying out the technical analysis, issued a positive concept of viability to the project in regards to the requirements required by law to be carried out in the department.

Finally, the Disciplinary Deputy Prosecutor of the Second Trial classified Gasca Trujillo’s offenses as serious, as serious fault; while for Gómez Roa as serious, as fraud.

Due to this, those disciplined, as they are not holding the respective positions named above, must pay to the national treasury the salary accrued for the 2021 term for 9 months for the former secretary and for 10 months for the former governor.
