Anti-Corruption and Civil Rights Commission refutes, “We have never judged Doctor Helicopter to be a violation”
The Anti-Corruption and Civil Rights Commission announced on the 11th that it has decided to request disciplinary action against Democratic Party leader Lee Jae-myeong based on the incident of reporting preferential helicopter transportation, based on violation of regulations related to the ‘firefighting helicopter’ used by Lee.
The Democratic Party issued an official statement in response to the Democratic Party’s accusation against Rights Committee Chairman Yoo Cheol-hwan, saying that even though Representative Lee used a fire helicopter at the time of the attack, the Committee made a wrong decision based on the ‘doctor helicopter’ related regulations.
The Civil Rights Commission said in a press release that day, “At the time of the plenary committee decision on July 22, it was determined that the relevant public officials violated the National Fire Agency guidelines (related to fire helicopters) because a fire helicopter was dispatched in the incident, and the guidelines of the Ministry of Health and Welfare (related to doctor helicopters) were determined. “There was no judgment that there was a violation,” he said.
He added, “The Civil Rights Commission only stated that the Ministry of Health and Welfare’s basic guidelines for operating emergency medical helicopters (doctor helicopter guidelines) are ‘worth reference’ in the resolution.”
The Anti-Corruption and Civil Rights Commission said, “We judged that the violation of the guidelines by the relevant public officials was a violation of the exclusion of preferential treatment in the Code of Conduct for Public Officials, so we notified the supervisory agency and affiliated agency of this and requested necessary measures, such as disciplinary action, and the relevant agency is taking action.” “We are aware of it,” he added.
Previously, the Anti-Corruption and Civil Rights Commission reported the violation of the code of conduct by hospital and fire officials to the supervisory agency, believing that there was a possibility of preferential treatment in the process in which CEO Lee was transferred to Seoul National University Hospital by helicopter. The report against Representative Lee and then-Chief of Staff Cheon Jun-ho was closed on the grounds that ‘there is no code of conduct for public officials for members of the National Assembly.’
However, Rep. Cheon Jun-ho argued during the ACRC’s government audit on the 8th that the ACRC made a decision based on incorrect regulations, saying, “Representative Lee used a fire helicopter, not a doctor helicopter, and the helicopter operation guidelines are different.” On the 11th, the Democratic Party reported Chairman Yoo to the High-ranking Public Officials Crime Investigation Office (Corruption Investigation Office) on charges of abuse of power.
