The acting UN envoy to Libya, Stephanie Khoury, said that the unilateral decisions taken in Libya two months ago caused negative effects, referring to the Central Bank’s decision.
Khoury added in her briefing to the UN Security Council on Wednesday that the Central Bank crisis helped escalate tensions between armed parties in Libya.
The envoy welcomed the central agreement, the appointment of a new governor, and the opening of the oil fields after the closure, calling for the country’s resources not to be politicized and exploited for the benefit of the Libyans.
Khoury also urged all Libyan parties to commit to taking additional steps to ensure the continued resolution of the Central Bank crisis and the formation of a new board of directors for the bank to gain international financial confidence.
Khoury also mentioned in her briefing on all Libyan parties the need to respect their powers and work to find consensual solutions that help stability and reach a solution between the parties, considering that resolving the central crisis is a glimmer of hope for resolving some other complex problems.
Regarding the role of the 5+5 Military Committee, Khoury stressed the need to move forward with its work in accordance with its mandate and the commitment of all parties to implement the ceasefire.
As for the elections, the UN envoy expressed her hope for the success of the municipal elections and to move forward with holding them and respect the will of the people in choosing their representatives.
Regarding the conditions of arbitrary detention and crimes against humanity, Khoury called for an end to the perpetrators of these crimes and not to let them escape punishment, noting that there are more than 23 arbitrary detentions and enforced disappearances, including women and children.
Khoury called on the authorities to implement the recommendations of the report, which documents Al-Kani’s violations of humanitarian laws, as they include the need for accountability, truth, reparation, and guarantees of non-recurrence as essential components of the national reconciliation process based on transitional justice.
Khoury considered that the arrest orders issued by the International Criminal Court against 6 members of the Al-Kani militia on charges of committing terrible crimes in Tarhuna constitute great importance in supporting the accountability and law enforcement efforts made by the Public Prosecutor.
Khoury called for continuing to provide humanitarian aid to Sudanese refugees and asylum seekers in Libya while assisting the Libyan authorities in strengthening migration management in line with human rights standards.
In her briefing, Khoury also expressed her concern about the conditions suffered by 98,000 Sudanese refugees following their arrival in Libya since the beginning of the crisis in Sudan in 2023.
