Battle over whether to disclose ‘Board of Audit and Inspection minutes’

On the 15th, during the National Assembly Legislation and Judiciary Committee’s audit of government affairs targeting the Board of Audit and Inspection, the ruling and opposition parties fought over whether or not to disclose the minutes of the Board of Audit and Inspection Committee meetings related to the suspicion of relocating the President’s Office and official residence. When the opposition party claimed that “the audit of the suspicions of the official residence is a ‘bullshit audit’” and that “if the meeting minutes are refused to be submitted, we will file a complaint,” the ruling party clashed, saying, “It undermines the independence and neutrality of the Board of Audit and Inspection.” Prior to questioning, opposition party members began to highlight Ms. Kim’s risk by mentioning the KakaoTalk conversation between First Lady Kim Kun-hee and Myung Tae-gyun, which was released that day, saying, “The Yoon Seok-yeol administration and the Kim Kun-hee administration are not far away.”
From the beginning of the National Assembly inspection, the opposition party criticized the Board of Audit and Inspection for its refusal to submit meeting minutes. Jeong Cheong-rae, Chairman of the Judiciary Committee of the Democratic Party of Korea, said to Audit and Inspection Chairman Choi Jae-hae, “We requested meeting minutes related to the relocation of the President’s residence by resolution of the Legislative and Judiciary Committee, but the Board of Audit and Inspection is not submitting them due to internal operating rules.” He added, “If they refuse to submit until the end, we will use all possible laws to file charges.” “I plan to take action and ensure that he is punished,” he said. Rep. Kim Seung-won of the Democratic Party, the opposition secretary on the Legislative and Judiciary Committee, also said, “It is natural for the National Assembly, which represents the people, to request the submission of data during the National Assembly audit, and the audited institution has an obligation to submit data.” Chairman Choi of the Board of Audit and Inspection refused to submit it, saying, “The audit results report is made public, and if the meeting minutes are made public, there is a problem that it becomes difficult to freely express one’s opinion.”
The ruling party countered, saying, “If the free discussions and discussions of the audit committee members are made public, the performance of the core duties of the Board of Audit and Inspection will be greatly hindered.” People Power Party lawmaker Joo Jin-woo said, “Anything related to the official residence is not unrelated to security issues,” and added, “It was the Democratic Party that blocked the release of the minutes of the Wolseong Nuclear Power Plant audit meeting during the Moon Jae-in administration in October 2020.” Rep. Jang Dong-hyuk of the same party also said, “The most important thing to protect the independence and neutrality of the Board of Audit and Inspection is to keep the meeting minutes private.” Regarding Representative Joo’s remarks, Chairman Chung said, “They say it is a security issue, but even a passing elephant would scoff. “This is a corruption issue,” he countered.
When the Board of Audit and Inspection refused to submit meeting minutes, the opposition party, amid opposition from the ruling party, voted to conduct an additional state audit and on-site inspection of the Board of Audit and Inspection on the 24th.
The opposition party also focused on the message Ms. Kim sent to Mr. Myeong, saying, “Please forgive my brother for talking immaturely.”
Democratic Party lawmaker Lee Seong-yoon also said, “The older brother in this conversation looks exactly like anyone I’ve seen for 30 years,” and claimed, “The only person I’ve seen since my training center is President Yoon Seok-yeol, who is like a second-year middle school student who is immature, ignorant, and only cares about himself.”
