Zineb El-Adaoui presents Moroccan experience in auditing and governance in Dubai

“To support good governance, Morocco was keen to guarantee the effective independence of high control authorities and to place them at an equal distance between Parliament and the government,” underlined Ms. El-Adaoui who spoke during a session under the theme “Shared responsibility in the preservation of public resources”, organized within the framework of the World Government Summit (WGS-2024), noting that this relationship is regulated by the Moroccan Constitution in a clear and unambiguous manner.

As a result, she said, the supreme audit institutions carry out their evaluation and control tasks far from any influence, stressing that this independence denotes the existence of laws practiced and applied effectively, on the basis respect for duties and skills.

Ms. El-Adaoui noted, in this sense, the links of cooperation linking the Court of Auditors to Parliament, which consists of assisting it through consultation notices, stressing that the Court of Auditors presents its work annually to the two chambers of Parliament.

And to continue that support for good governance arises from the practical exercise of skills and its effectiveness, adding that the reports of the Court of Auditors “must serve to improve risk mitigation, in a timely manner”, and that this action “must be proactive and carried out before and not after the completion of any projects or programs, in order to guard against any risk”.

She recalled, in this regard, that the Court of Auditors has been developing “points of attention” for two years through the permanent monitoring of the stages reached in the realization of major strategic projects.

To conclude, Ms. El-Adaoui indicated that the Court of Auditors carries out evaluations and issues recommendations for improving performance, stressing that the Court has set up a digital platform which allows the head of government to monitor the implementation implementation of the Court’s recommendations by ministers.

This session was devoted to examining the role of supreme audit institutions and anti-corruption bodies in the preservation of public resources, as well as mechanisms for strengthening institutional partnerships and the association of civil society in the protection of these resources.

WGS-2024 (February 12-14) brought together more than 25 heads of government, decision-makers, opinion leaders and representatives from around 100 international and regional organizations, who discussed economic, policy-related issues notably to artificial intelligence, emerging economies and the sustainable development goals.

Participants also discussed major future transformations, innovative solutions to global challenges and improving the lives of communities around the world.
