The National Assembly voted in favor of a socialist amendment also aimed at eliminating the tax advantage enjoyed by the parent who pays the pension.
The deputies approved on Wednesday 22 October, during the examination of the 2025 budget, a socialist amendment aimed at the tax exemption of maintenance received by the parent with custody of the child and the elimination of the tax advantage enjoyed by those who pay it.
“Currently the spouse who pays alimony can deduct it from their income, thus reducing the tax, while the person receiving it must add it to their taxable income”underlines the report of the amendment, adopted with 50 votes in favor and 46 against, without a guarantee of appearing in the final copy of the budget. “This is a real victory in our fight to defend single-parent families”greeted the PS deputy Philippe Brun, who has long been committed to this cause. If the left voted in favor and the government coalition against, the RN was divided between a small minority against and abstention.
“One in four families has only one parent. In 82% of cases these are single mothers with their children. In most cases this follows a separation or divorce. These mothers take on the main responsibility for their children (…) the average pension they receive is around 190 euros per month per child, while the expenses they will have to bear for this same child are around 750 euros per month”explained Cyrielle Chatelain, president of the Ecologist and Social group. “It is a way to support these single mothers with their children who today in 32% of cases live below the poverty line”he begged. Budget Minister Laurent Saint-Martin declared himself against this amendment, underlining that whoever has custody of the child benefits from the family quotient.
MP Jean-René Cazeneuve (EPR, ex-Renaissance) underlined that women below the poverty line are not “not affected” because they don’t pay income taxes. And the general budget rapporteur, the centrist Charles de Courson, noted that the measure could sometimes affect pensioners “very high”pointing “an amendment for very rich people”. In the early afternoon, the deputies had adopted an amendment that reforms the taxation on housing, increasing the reduction rate of the micro-ownership regime to 50% for owners who rent a bare property, compared to the current 30%, in order to align this rate to that of furnished rentals.
