The Undersecretary of the Audit Bureau, Attia Abdel Karim, issued an official letter to the Director of the Department of Attachés and Delegates’ Affairs at the Ministry of Higher Education and Scientific Research, demanding adherence to the legislation in force and assuming responsibilities, especially regarding health insurance transactions for students studying abroad.
The letter, which was reviewed by Libya Al-Ahrar, explained that the Audit Bureau noted the repetition of the same observations in health insurance transactions for students, which may lead to harming public funds through the unlawful disbursement of sums of money.
During the examination and verification process, the Audit Bureau found that there were additional, unjustified amounts that were transferred from what was agreed upon in the insurance policy contracts, under the name of cases not covered by health insurance, or injured people.
The Bureau also monitored an exaggeration in health insurance prices for some countries, as well as errors in the names of students and their national numbers, in addition to repetition in some names, and failure to include national number data for some students and companions.
The Bureau also found a difference in the social status of some students between the insurance data and the marital status included in the monthly grants system, and the text of Article (1) of Presidential Council Resolution No. (1310) of 2018 regarding the regulations organizing delegation to study abroad was not adhered to, with regard to those accompanying students.
