Falkov: Russia will develop new approaches to assessing the work of scientists

The Minister of Science and Higher Education, Valery Falkov, said that Russia has “developments of a sovereign system for evaluating scientific activity.” To evaluate the work of scientists, the following are considered: the creation of a domestic list of authoritative periodicals and conferences; change in the weight of publications in favor of domestic editions and monographs; use of research results in industry.

As noted on the agency’s website, the criteria for evaluating scientific activity can also increase the role of such indicators as the level of use of research results in industry, patent activity, and the presence of joint research with business companies.

Now, the main scientometric indicators are reports at leading international scientific conferences, the share of articles co-authored with foreign scientists in the total number of publications, and the participation of foreign scientists in scientific research.

“We are forced to state examples of unfriendly actions on the part of foreign colleagues who take a political position and refuse to cooperate with our scientists. In this regard, we propose to revise the requirements for scientists to have publications in foreign scientific journals included in the Web of Science and Scopus citation systems,” said Mr. Falkov.

On March 7, Deputy Prime Minister Dmitry Chernyshenko instructed the Ministry of Education and Science to promptly implement a system for evaluating the effectiveness of scientific research – in particular, it is proposed to cancel the requirement for scientists to have publications in foreign scientific journals included in the Web of Science and / or Scopus citation systems.
