Vigilance has found more evidence against state nodal officer Vinoy Chandran, who invited a teacher for a sexual assault to get a PF loan. Vigilance collected evidence from Vinoy’s phone that he had tried to abuse all the teachers who approached him for official purposes. The vigilance inquiry also found that he had taken advantage of the inaccuracy in recording the Gain PF share.
The inadequacy of government-aided institute provident fund records is a breeding ground for bureaucrats like Vinoy. The PF contribution was deducted from the salary but not accurately recorded in the credit. Those who were hired by the teacher bank after losing their jobs due to lack of children were the most affected. The complainant teacher was also present.

Vinoy was arrested from a hotel in Kottayam on Thursday. The vigilance intelligence team strangled Vinoy with a phenolphthalein-strewn shirt given as a gift by the complainant teacher. Vigilance inquiries will include not only money or gifts given to a government official but also undefined demands with money. Vinoy Chandran R is the junior superintendent of the Kasargod Deputy Director of Education’s office. Vinoy, 41, is the Government Aided Institutional PF (Gain) Nodal Officer.
