In addition, US troops proved to be present to reinforce security during the controversial ⁢event.

With the rise in crime rates, particularly ​in ⁣Lima ‌and Callao,​ the government’s approach towards managing both security ⁣and⁣ political dissent will be under intense⁣ scrutiny. This has already raised alarms among local​ unions and citizens⁢ who are feeling the impact of rising crime and insecurity.

TNE: That’s a pressing issue. We’ve seen announcements‌ from key leaders like ‌Lula da‍ Silva and ‌Claudia Sheinbaum not confirming their attendance. How do you think these decisions impact the overall perception of APEC?

LM: The uncertainty regarding​ attendance⁢ from high-profile leaders could diminish the summit’s stature. The presence of⁤ key leaders often signals the importance of the‍ discussions at hand, and with cancellations, it ‌raises ‍questions about the commitment ⁣to multilateral dialogue. It can also be interpreted⁣ as a lack of confidence in the ‌host country’s ability to provide a safe and ⁢stable ⁣environment.

TNE: Speaking of⁢ safety, the U.S. has deployed troops ⁤to reinforce security during APEC. What does this signify about ‌national and international confidence in Peru’s ability to manage security independently?

LM: The U.S. troop deployment is a clear⁤ indicator of the perceived threats associated with ⁤the event. While it could provide a necessary security blanket, it ⁣may also suggest that there is a significant degree of ‍mistrust regarding the local ⁢security forces’ capacity to handle potential unrest or threats, particularly given the current climate of insecurity⁢ in​ the ‍country.

TNE: ​With 14 leaders confirmed so far,​ and others expected ⁤to⁢ announce their presence soon, do you believe there is still an opportunity for Peru to showcase itself positively despite these challenges?

LM: Absolutely,​ there is still an opportunity, but it hinges on​ how well the government can ​manage the security‌ concerns leading up to‍ and during the⁤ event. If they‌ can demonstrate effective control and a safe environment, it could⁢ help portray Peru as a capable host and possibly attract‍ more international investment and⁤ interest in the ⁣region. However, addressing the underlying issues of crime and dissatisfaction among⁣ citizens will be crucial for long-term success.

TNE: ⁢ Very insightful. Lastly, with the public​ already feeling the effects of insecurity and the tensions surrounding APEC, ‌what​ steps should the government take⁢ to address these concerns transparently?

LM: The government must prioritize open communication with‍ the public. Transparency ⁤about security measures ⁣and engagement ⁤with community leaders could foster trust. Additionally, law enforcement agencies should be⁣ held accountable,⁤ ensuring that citizens feel safe in their​ environment.
