The Government of National Unity announced the launch of a new electronic system to facilitate the process of paying Libya’s contributions to regional and international organizations.
The new electronic system allows ministries and institutions to submit their subscriptions and claims and register agreements electronically, in addition to following up on the actions taken regarding them.
The launch of this system comes to emphasize the strengthening of effective and positive coordination with all international organizations, according to what was stated by the Minister of State for Cabinet Affairs, who attended the system inauguration meeting with members of the contributions payment committee, and directors of international cooperation offices in the relevant ministries and government institutions.
According to the National Unity Government, this system was implemented by the Libyan Post, Telecommunications and Information Technology Company.
During the meeting, the executive position on paying contributions and the comments submitted by the relevant ministries were reviewed, in addition to discussing the unification of the negotiating mechanism with international organizations regarding paying arrears and obtaining appropriate discounts, with priority given to organizations that cooperate effectively with Libyan institutions.

Interview with Dr. Khaled Mansour, Expert in International Relations and Electronic Governance
Time.news Editor: Thank you for joining us today, Dr. Mansour. We are excited to discuss the recent launch of the new electronic system by the Government of National Unity in Libya, designed to streamline contributions to regional and international organizations. Can you start by explaining the significance of this initiative?
Dr. Khaled Mansour: Thank you for having me. The launch of this electronic system marks a pivotal moment for Libya’s governance and international relations. By allowing ministries and institutions to electronically submit their subscriptions and claims, Libya is enhancing transparency and efficiency in its dealings with international organizations. This is crucial for rebuilding trust and facilitating better coordination on a global scale.
Time.news Editor: The Minister of State for Cabinet Affairs highlighted this initiative as part of strengthening coordination with international organizations. What implications does this have for Libya’s international partnerships?
Dr. Khaled Mansour: This initiative facilitates more effective communication between Libya and international organizations, which can lead to more constructive partnerships. By streamlining the payment process, Libya can address outstanding contributions, negotiate better terms, and ensure compliance with international expectations. It also signals to the global community that Libya is committed to fulfilling its obligations, which is essential for attracting foreign investments and support.
Time.news Editor: During the inauguration meeting, the government discussed unifying the negotiating mechanism with international organizations. Why is this step essential?
Dr. Khaled Mansour: Unifying the negotiating mechanism is essential for two reasons. First, it ensures a consistent approach to discussions related to payment of arrears and obtaining discounts, which can save the country substantial financial resources. Second, it creates a strategic framework allowing the government to prioritize interactions with organizations that show willingness to cooperate effectively with Libyan institutions. This targeted approach can result in better deals and potentially more favorable terms for Libya.
Time.news Editor: What advice would you offer to ministries and government institutions as they begin using this new electronic system?
Dr. Khaled Mansour: My advice would be to embrace the change and invest time in training staff on how to use this system efficiently. The electronic platform not only simplifies processes but also provides a trail of documentation that can be useful for audits and monitoring. Additionally, they should proactively engage with international partners using this system to build relationships and maximize the benefits of the improved communication flows it enables.
Time.news Editor: What broader industry insights do you foresee emerging from this implementation in Libya?
Dr. Khaled Mansour: This initiative can serve as a model for other countries in the region facing similar challenges. The adoption of electronic governance can lead to better resource management, increased accountability, and improved public sector performance. Ultimately, if successful, Libya’s example could inspire digital transformation initiatives across various government sectors in the Arab world, highlighting the importance of transparency and efficient governance.
Time.news Editor: Thank you, Dr. Mansour, for your valuable insights. We look forward to seeing how this new electronic system contributes to Libya’s growth and international standing.
Dr. Khaled Mansour: It was a pleasure to discuss this crucial development. Thank you for the opportunity.
