the request for a ‘permanent special prosecutor’s investigation into the rebellion’ to investigate the 12/3 martial law incident passed the plenary session of the National Assembly on the 10th.Opposition parties, including the Democratic Party of korea, are preparing to push for a general special investigation and a state investigation related to the civil war along with a permanent special investigation. At the plenary session on this day, the opposition party also passed a request for the prompt arrest of eight people suspected of crimes of rebellion, including President Yoon Seok-yeol.

The permanent special prosecution is a ‘mini special prosecution’ that is relatively smaller in scale than a regular special prosecution.The number of dispatched prosecutors is limited to 5, and the number of public officials is limited to 30 or less, and the investigation period can be extended up to 30 days from the basic 60 days.
The Democratic Party plans to supplement it’s investigative power through a special investigation into the civil war, which can appoint up to 40 prosecutors and has an investigation period of up to 150 days.The special investigation into the civil war,along with the fourth Kim Kun-hee Special Prosecutor Act,were passed through the Legislative and Judiciary Committee’s bill subcommittee led by the opposition party on this day,and are scheduled to be processed at the plenary session on the 12th. When the general special prosecutor is appointed by the president and officially launched,the permanent special prosecutor personnel are absorbed and integrated into the general special prosecutor. An official from the Legislative and Judiciary Committee explained, “Even if the general special prosecution is canceled due to the President’s right to request reconsideration (veto), etc., the permanent special prosecution will remain in place.”
A permanent special prosecutor does not require separate legislation and is thus not subject to the president’s veto. however, if President Yoon does not appoint one of the two special prosecutor candidates nominated by the Candidate Proposal Committee within three days and holds out, it will be impractical to initiate an investigation. Cho Seung-rae, chief spokesperson for the Democratic Party, said, “If the president does not exercise his legal duty to appoint a special prosecutor, we will take appropriate action,” but added, “We need to review (what measures are possible).” An official from the Democratic Party of Korea said, “if President Yoon is suspended from office due to impeachment, etc., the acting president will have no choice but to appoint him,” and added, “There is no problem with starting an investigation.”
At the plenary session on this day, the impeachment bill against Justice Minister Park Sung-jae and National Police Agency Commissioner Jo Ji-ho, proposed by the Democratic Party, was also reported. The Democratic Party plans to vote on the impeachment bill against the two at the plenary session on the 12th. The ‘Resolution demanding the prompt arrest of those suspected of treasonous crimes’ targeting eight people, including President Yoon and former Minister Kim, was also passed with 191 votes in favor, 94 against, and 3 abstentions among the 288 members present.
The Democratic Party is said to have decided to wait until further developments to impeach Prime Minister Han. On this day, there was a related discussion at a closed-door Supreme Council meeting, and although a consensus was formed on the need for impeachment itself, opinions were reportedly divided even within the leadership regarding the timing of implementation.
One leadership member said, “A bill to impeach Prime Minister han has already been prepared. “We decided to hold off on the motion for now, but impeach him instantly if he acts outside of his authority again,” he said. Another leadership member also said, “It was also taken into consideration that if even Prime Minister Han (who was acting in the event of the president’s impeachment) was impeached, the opposition party could be held responsible for the vacuum in state administration.”
