This program aims to facilitate administrative procedures and effectively support MRE projects in the field of town planning and construction.
At the heart of this system is the establishment of a one-stop shop dedicated to MRE at the headquarters of the Fez Urban Agency. This flagship measure aims to centralize and accelerate the processing of files, thus offering a solution to the time constraints that MREs often face during their stay in Morocco.
In a statement to MAP, Nouzha Mriouah, architect in charge of the Fez Urban Agency, underlined the importance of this initiative.
For her, “the urban agency of Fez has set up a cell dedicated specifically to MREs with permanence outside usual working hours, including Saturdays and public holidays, thus offering greater flexibility to MREs to carry out their actions”.
Ms. Mriouah specified that the majority of requests from MREs are for construction projects, either of a personal nature or for investment.
The Agency is also adopting the file processing system via the “Rokhas” digital platform, allowing faster and more efficient management of requests.
In this context, Ms. Mriouah noted that “through the ‘Rokhas’ platform, small projects are processed the same day, while large projects within 15 days.”
Highlighting the importance given to MRE files during the summer period, Ms. Mriouah also noted that “during this time of the year, the agency gives priority to requests from MREs to respond to their request as quickly as possible. “
For her part, Bouchra Bahiji, communications manager at the Fez Urban Agency, explained that “the Agency has taken several logistical and human measures in favor of Moroccans residing abroad, including the preparation of an appropriate space , the designation of executives for support and the organization of on-call services outside working hours.”
Ms. Bahiji added that another innovative aspect of the system is the presence of a communication counter at Fez-Saiss airport.
“This strategic initiative makes it possible to welcome MREs as soon as they arrive on Moroccan soil, thus offering them a first point of contact to obtain information and plan their administrative procedures,” she said.
The Agency has also put in place a series of communication tools to facilitate access to information. A dedicated telephone number has been made available to answer questions from MREs in the area of town planning.
In addition, a special guide on the town planning and construction sector has been developed and is available at the Agency’s headquarters as well as at the airport counter.
As part of its digitalization strategy, the Fez Urban Agency also offers a range of digital services accessible remotely via its website.
According to the communications manager, this multi-channel approach aims to offer more flexibility to MREs, allowing them to carry out certain procedures or obtain information without necessarily traveling physically.
The Fez Urban Agency does not limit its action to the city of Fez alone. The system put in place also extends to the annexes of Sefrou and Missour, thus offering a local service to a larger part of the Moroccan diaspora wishing to invest or build in different localities in the region.
