The context

• Russian troops still seek to encircle Kiev where a new curfew has been in place since Monday at 8 p.m. local time until Wednesday morning at 7 a.m.
• Ukraine does not “will not lay down their arms and will not leave the city” besieged by Marioupol, said his deputy prime minister, ignoring a Russian ultimatum. The European Union has denounced the indiscriminate destruction in the besieged city as a “major war crime” .
• Volodymyr Zelensky rejected, on Monday, any Russian ultimatum and wants to meet Vladimir Putin with whom he is ready to discuss about the regions of Donbass and Crimea. All “compromise” in negotiations with Russia to end the conflict will be subject to a referendum in the country, the Ukrainian president said.
