The Minister of Local Government in the Government of National Unity, Badr al-Din al-Toumi, received the Acting Head of the United Nations Support Mission in Libya, Stephanie Khoury, and the Deputy Special Representative of the Secretary-General, Resident Coordinator and Humanitarian Coordinator, Iness Shoma, in the presence of the Deputy Secretary-General of the Supreme Council of Local Administration and the Director of the Office of International Cooperation. Advisor to the Minister and a number of department directors at the Ministry of Local Government.
The meeting reviewed “cooperation programs between the Ministry and international institutions working in Libya in the areas of capacity building, relief, and supporting the democratic transformation in Libya.”
Al-Toumi praised “the efforts of the United Nations Support Mission in Libya and its interest in supporting all concerned parties to complete the local and national elections and end the transitional stages in the country.”
For her part, Stephanie Khoury expressed, “The mission’s support for completing municipal council elections, and for work to continue between the mission and the ministry in all areas related to supporting local administration.”
Enes Shoma also stressed “the importance of cooperation between the Ministry of Local Government and the United Nations institutions concerned with displaced persons’ affairs, and provided a briefing on the visit of the United Nations Support Mission to the city of Kufra and following up on the conditions of the displaced from brotherly Sudan.”
The meeting with the United Nations Support and Advice Mission in Libya included “a review of the progress made in the Ministry’s digital transformation program, which enabled all components of the local administration in all Libyan municipalities to reduce centralization and activate decentralization by facilitating all administrative procedures within the sector, in addition to discussing the measures taken in “The transfer of jurisdiction to municipalities, the progress achieved in the local revenue file, and the improvement of municipal performance in providing services to citizens.”
The two sides agreed on “the importance of the role that can be played by the women’s empowerment offices operating in most Libyan municipalities, and the mayors of stores in all regions of Libya, to support stability in Libya, and to support the initiatives of the United Nations Support Mission in Libya to end the transitional stages, build capabilities, and establish peace.”
