Refugee crisis: “A precedent has been set”

Rainer Bauböck: That depends on the course of the war. If Putin succeeds in installing a dictatorship in Ukraine like the one in Belarus, it could well be that a quarter of the 40 million inhabitants see no other perspective than to flee.
