Pasuruan Regency Undergoes Major Government Restructuring with 136 Official Appointments

A sweeping reshuffle of government officials in Pasuruan Regency aims to bolster public services and accelerate regional development.

Pasuruan Regency, Indonesia, saw a significant overhaul of its government structure on Thursday, July 10, 2025, with the inauguration of 136 officials across Echelon II, III, and IV levels. The appointments, made by Regent Rusdi Sutejo, took place at the MPU Sindok Auditorium within the Regent Office Complex and were attended by key regional leaders including Deputy Regent Shobih Asrori, DPRD Chairman Samsul Hidayat, and Team Leader for Acceleration of Development, Rochani Siswanto.

Regent Rusdi, often referred to as Mas Rusdi, emphasized the routine nature of such personnel changes within the bureaucracy. “Mutations or rotation of positions is a very reasonable thing in the bureaucratic world,” he stated. “Position is a form of trust in civil servants who meet the requirements, both the loyalty, ability, competency and morality.” The reshuffle is intended to inject fresh perspectives and enhance the efficiency of regional governance.

Strategic Shifts in Key Positions

The most notable changes involved 16 officials appointed to Echelon II positions, considered strategic roles within the Pasuruan Regency government. These appointments signal a deliberate effort to optimize departmental leadership and drive forward key policy initiatives.

Here’s a breakdown of some of the most significant transitions:

  • Eka Wara Brehaspati transitioned from Head of the Transportation Agency to the General Administration Assistant of the Regional Secretariat.
  • Digdo Sutjahjo was appointed as the new Head of the Transportation Agency, succeeding Brehaspati.
  • Syaifudin Ahmad moved from DPMPTSP to assume the role of Assistant for the Economy and Development of the Regional Secretariat.
  • Ridwan Harris was appointed Head of DPMPTSP, transferring from his previous role at Kominfo.
  • Nurul Huda was named Head of Bakesbangpol, previously serving as Kasatpol PP.
  • Rido Nugroho now holds the position of Kasatpol PP.
  • Eddy Supriyanto is now the Secretary of the Pasuruan Regency DPRD.
  • Mohammad Nur Kholis was appointed Head of the Environment Agency, coming from the Department of Manpower.
  • Taufiqul Ghony is the new Head of the Library and Archives Service.
  • Heru Farianto now leads the Manpower Office.
  • Tri Krisni Astuti transitioned from the Office of Cooperatives to become the Head of the Education and Culture Office.
  • Tri Agus Budiharto was appointed Head of the UKM Cooperative Office.
  • Lilik Widji Asri is now the Head of DP3AKB.
  • Agus Mashadi was inaugurated as Head of DPMD.
  • Diana Lukita Rahayu now serves as Expert Staff of the Regent for Law, Politics and Government.
  • Alfi Khasanah was inaugurated as Expert Staff of the Regent for Development, Economy and Finance.

Addressing the newly appointed officials, Regent Rusdi underscored the importance of ethical conduct and public service. “I wish to be safe to all appointed offices. Make this department a trust that brings blessings and benefits to the community,” he urged.

Beyond the Echelon II appointments, the restructuring included the inauguration of 74 Echelon III officials and 46 Echelon IV officials across various Organizational Units (OPDs). This comprehensive reshuffle is viewed as a critical step in revitalizing the bureaucratic structure and accelerating the delivery of public services and regional development initiatives.
