Houston Police Officer Faces Second DWI Charge in Two Years
A Houston Police Department officer is facing a second driving while intoxicated (DWI) charge, raising questions about accountability and standards within the department. The latest incident occurred earlier this week, involving a collision with a METRO bus near the intersection of I-45 and Crosstimbers, resulting in multiple injuries.
A Houston-area transit bus was struck from behind at a bus stop, sending two passengers to local hospitals with non-life-threatening injuries and impacting seven others on board. Authorities have identified Sean Ratcliff as the officer believed to have been operating the vehicle at the time of the crash.
Officer’s History with HPD and Prior DWI
According to records from the Texas Commission on Law Enforcement, Ratcliff began his service with the Houston Police Department in January 2013. He continued in that role until October 2023, before rejoining the department in March of this year – marking a second period of employment with HPD.
State records indicate Ratcliff was initially charged with a DWI in May 2013, a decade before his first departure from the force. Court documents reveal he successfully completed a pre-trial diversion program in April 2024, leading to the dismissal of the initial charge just prior to his reinstatement with HPD.
Concerns Over Standards and Second Chances
The recurrence of a DWI charge has prompted discussion regarding the expectations placed upon law enforcement personnel. A police consultant and former HPD officer emphasized the gravity of the situation. “Second chances like this don’t come around very often, and if you blow, you’re done,” the consultant stated. “I don’t know this officer. I don’t know the circumstances around his case. But I agree with the fact that officers ought to be held to a higher standard.”
The incident underscores the ongoing debate surrounding accountability for those entrusted with upholding the law, and the potential consequences for repeated offenses. The future of Officer Ratcliff’s career in law enforcement remains uncertain as the investigation continues.
