Bogotá Cancels Ryan Castro Concert Over Safety and Regulatory Concerns

A planned concert by internationally recognized artist Ryan Castro in Bogotá’s historic La Candelaria district has been officially canceled due to concerns over public safety and non-compliance with local regulations. The decision, announced by the Local Mayor’s Office of La Candelaria, comes after authorities determined the event would likely draw a crowd significantly larger than the permitted capacity.
The initial permit authorized for an event of “low complexity,” with an estimated attendance between 150 and 500 people. However, officials determined that the widespread promotion of the concert – particularly through social networks and the media – indicated a far greater turnout was anticipated.
Regulatory Violations Prompt Cancellation
Following a review of event documentation, district entities found the planned event did not meet the requirements outlined in Decree 599 of 2013, Bogotá’s Public Entertainment Law. Specifically, the SUGA certificate presented – a document related to event safety and security – was deemed inadequate for an event of the projected scale, which authorities now classify as “medium or high complexity.”
The historic center of Bogotá is subject to additional regulations outlined in Decree 470 of 2014, further emphasizing the need for stringent safety measures for public gatherings. As a result, a financial penalty (comparendo) was issued to the event producer, Break Fast Live, for failing to comply with established requirements, citing Law 1801, article 92, literal 16.
Insurance Policy Discrepancy Raises Further Questions
Further complicating matters, authorities discovered the civil liability policy submitted by the event organizer was for the Movistar Arena, a different venue, and not for Parque La Concordia, the intended location of the concert. This discrepancy raised concerns about adequate insurance coverage for an event held in the historic district.
“Our duty is to protect the heritage, coexistence and tranquility of the residents of La Candelaria,” stated Mayor Angélica Angarita Serrano. “The historic center is a living space that welcomes culture, but always from responsibility and respect for the law.”
Continued Enforcement and Potential Legal Consequences
The Local Mayor’s Office of La Candelaria has affirmed its commitment to ensuring all cultural and recreational activities within the historic center adhere to current regulations. Authorities reiterated that any attempt to proceed with the concert without proper authorization will result in legal repercussions for both the artist and the producer.
The cancellation underscores the importance of thorough planning and adherence to local ordinances when organizing large-scale events in sensitive areas like Bogotá’s historic district. The city remains dedicated to balancing cultural vibrancy with the safety and well-being of its residents and the preservation of its heritage.
